Nowadays science and technology are as such importance that scientific development is known as one of the most important indexes in the country. The concept and perspective of innovation has changed over the time and thus obtaining indexes to monitor the changes and preparing suitable methods for politicians to analyse the data, seems to be an undeniable need. The realization of goals of scientific politics requires the possession of precise and comprehensive information o n abilities of the country. This would be achieved only by producing indexes to identify right aspects of a complex Sci-Tech regime. Today research in different fields has allocated a considerable portion of GDP to itself and scientific body of the country has achieved valuable goals in different fields of research. Today R & D is the main base of innovation and is consistently preparing a basis for new demands. Demands those are investment actuating and eventually guarantee the growth and booming the economy, are of a great importance in industrial world. Developing countries are also promoting their Sci-Tech capabilities to decrease the gap between them and industrial countries. The main function of research in SBCI is to prepare a suitable base for producing knowledge and to use that knowledge to support production power, optimization of equipment and production processes, localization of spare parts and equipment of copper industry, innovation and improvement in copper industry processes, development of green and environment friendly industries, management of energy consumption, studying the technology route, localization of technology and optimized utilization of potential capacity and capability of university.
